Terance Perry was born in Framingham, Massachusetts. He was admitted to practice in Massachusetts (1992), Montana (2005), U.S. District Court, District of Massachusetts and U.S. Court of Appeals, First and Ninth Circuits (1993), the U.S. District Court, District of Montana (2005), the United States Court of Federal Claims (2007), and the United States Court of Appeals for the Federal Circuit (2011).
