Art began his legal career prosecuting misdemeanor offenses as an intern in the Dubuque County Attorney’s office after completing his second year at the University of Iowa Law School. Following graduation in May, 1978, he served as a misdemeanor and felony prosecutor in the Dubuque County Attorney’s office, and began his private civil practice of law. In 1984, Art co-founded the law firm that is now known as Gilloon, Wright & Hamel, P.C. Art served as the President of the Dubuque County Bar Association in 2007-2008. He has been active in providing pro bono legal services over the years to the indigent. Art has been a certified mediator since 2002. Art served as the First Chairman of the Dubuque County Mental Health/Mental Retardation/Developmental Disability Advisory Board. He served on the Finley Hospital Ethics Committee for ten years, and is a past member and President of the Dubuque Visiting Nurse Association Foundation Board. He taught religious education at St. Joseph the Worker Parish in Dubuque, Iowa, for 17 years, and has also coached girls’ grade school and high school basketball.
